COMMUNITY SURPLUS VEHICLE PROGRAM

 

Island Transit's Board of Directors approved the first Community Surplus Vehicle Program in 2002. Since that time Island Transit made many surplus transit buses and vans available to eligible 501(c)(3) non-profit organizations and agencies who serve the residents of Island County.


The 2024 program is now closed. Thank you to all the applicants who participated!



QUARTERLY REPORT INFORMATION FOR VEHICLE RECIPIENTS


Upon award, the vehicle recipient shall provide Island Transit with a quarterly report, for a one-year period, containing vehicle odometer readings, number of passengers carried, and description of current use of vehicle.   • Once awarded a vehicle, how often do we provide a report to Island Transit?

  • What is the Community Surplus Vehicle Program (CSVP), and how does it work?

    On April 5, 2002, Island Transit’s Board of Directors approved the first Community Surplus Vehicle Program. Since that time, Island Transit has made many surplus transit buses and vans available for award to eligible 501(c)(3) non-profit organizations and agencies who serve the residents of Island County. Prior to this program, Island Transit slated our surplus vehicles for disposal at the state auction. Now, the best of these vehicles may be awarded to eligible 501(c)(3) non-profit organizations and agencies. These vehicles allow enhanced public

    transportation services for residents living in Island County.

  • Who can apply?

    All non-profit 501(c)(3) organizations and agencies that primarily serve residents of the Island County Public Transportation Benefit Area (PTBA) may be eligible to apply.

  • How many vehicles will be awarded?

    Island Transit will only offer surplus vehicles deemed by Island Transit’s maintenance department to be in good working order as of the time of donation. Four (4) surplus vehicles are available for the 2024 Community Surplus Vehicle Program which includes 4 vans. Available maintenance records for the vehicles will be provided to recipient.

  • Can we request #1 Priority on a specific vehicle?

    No. Evaluation criteria are based on the greatest community benefit / need, among other factors.

  • Must these vehicles be used for people only or can they be used to transport goods, such as meals on wheels?

    This is not out of the question. State your case on your application. Think “Out of the Box!” 

    Be creative.

  • How do I certify / attest financial and management capacity to maintain the vehicle?

    Create a statement on your letterhead … “I (your name), on behalf of (your organization’s name) attest that ... etc …

  • Who is responsible for insurance and maintenance on the vehicle(s)?

    You, the vehicle recipient. Island Transit has no avenues or recommendations for insurance.


    The Vehicle Recipient is responsible for all licensing, permits and insurance of the aforementioned vehicle(s). Proof of insurance shall be provided to Island Transit as a condition of award of the aforementioned vehicle.  

  • Can I loan my vehicle to another agency?

    Yes. Remember to keep track of ridership for reporting purposes. Also remember that liability falls within your organization’s insurance coverage, so check with your insurance carrier. If you will be loaning out the vehicle, consider partnerships to enhance your application.

  • Once we receive our vehicle, are there any travel restrictions?

    Island Transit’s goal is to supplement Island Transit service and serve Island County residents (off island field trips are okay).

  • How do I obtain a title?

    You must call the Department of Licensing. Vehicle Recipient will also be responsible for purchasing a three-day vehicle trip permit from the Department of Licensing in order to drive the vehicle(s) off Island Transit property. 

  • How is the Department of Licensing involved?

    Before you can remove the vehicle from Island Transit property, Island Transit will submit a SELLER'S REPORT to the Department of Licensing, thus immediately transferring all liability for the vehicle(s) from Island Transit to Vehicle Recipient. 


    Vehicle Recipient is responsible for purchasing a three-day vehicle trip permit from the Department of Licensing in order to drive the vehicle(s) off Island Transit property. 

  • Do I need to do a State Patrol check on the vehicle?

    No.

  • How soon must I move the vehicle(s) off Island Transit property?

    Vehicle Recipient must remove the vehicle(s) from Island Transit property within two (2) weeks of the vehicle award or face being considered in default of the Agreement. Island Transit has the right to award the vehicle(s) to the next Applicant on the list.

  • Are we required to remove the stripes from the vehicle?

    Yes. You must remove all Island Transit colors from the vehicle before it is placed in service. Your signage must also be displayed on the vehicle before it is placed in active service.


    An Island Transit-provided decal(s) stating “Provided by Island Transit Community Surplus Vehicle Program” will remain on the vehicle(s) for one (1) year upon acceptance.

  • What happens if my actual ridership falls short of what I projected on my application?

    We understand there are many variables and circumstances. Call us, and we’ll work together.
